The Angle ankle lock depends on how he did it. Usual ankle lock plenty of people got out of it during matches. Yeah they ended up submitting in the end, but when you consider that he'd usually get it locked in about 3 times per match before that. The one that would be highest rated is the one where did the leg lock as well, I can't remember anyone getting out of that ankle lock.
Another one that would be highest is Punks anaconda vice. Has anyone not tapped out to that in WWE?
Jericho's liontamer... was it called that? The one where it's like the walls of Jericho but he puts his knee or shin across the back of the guys head. Always loved that one. Never did it too often in WWE in the last few years when he's been back. I'd have put that as a high one, but I could be wrong.
Edges inverted Bret Hart finisher (gone completely blank on the name of that one which I feel ashamed about). Can't remember anyone not tapping out when he did that. Was a pretty cool looking submission as well.

I was gonna mention Edge's one but I didn't really know if that counted as a finisher.
I know what you mean about the ankle lock it was only effective because he did it so many times in a match, but I remember most of Angle's wins coming from an Ankle Lock (I could make a similar thread like this about the Angle Slam). So I think it has the highest tap out rates.
The Masterlock was formidable until Cena buried it, after that it was meaningless.

After watching Raw I realised that Bryan's cross face move is becoming quite formidable although I remember it being one of those Walls of Jericho type moves no one ever taps to. So I was wondering what moves in general have the highest/lowest tap out rates?
I don't rally expect any statistics to be brought up here just going by memory.

Ankle lock was quite a good one when Angle was doing it

Walls of Jericho (did anyone ever tap to that?)
No one ever seems to tap to the Figure Four Leglock
