Are these legends allowed to be used as Limited in-ring talent, announcers and Managers/general managers?

Same as they are in real life. Rock can do a few dates across about three months every year or two, Austin very limited but rumours are always going around that he'll be doing something bigger!

They can be used as often as they are IRL. It's only a guideline. Austin can perhaps do a couple promos and Stun a few assholes. But you cant have Austin wrestle matches or whatever unless he does IRL.
